Called to bar (InnerTemple?) 1876; faculté de droit, University of Paris 1877 and first Director of CriminalInvestigationDepartment, ScotlandYard 1878. Resigned in 1884 and elected as ConservativeParty MP for Central Sheffield in November 1885. Leading advocate of imperialism and protectionism.
