Educated at HarrowSchool^? and Haileybury College. Member of Indian Civil Service, 1856-80, then Private Secretary to LordSpencer^? 1882. Assistant under secretary for police and crime in Ireland, 1882-86, where his duties included directing the SecretService. KCB^? 1888.
